I am hearing that v30 of Bitcoin core is an invitation to store images on the blockchain.
Does this make it a legal risk to run a Bitcoin node?

Its not a risk to run a node. If you are worried run v29 for now. Discussion on Bitcoin on Bitcoin is chaotic but it is healthy things will sort themselves out eventually
