Are you in contact with Manfred or know if he has a presence on nostr? I think it would be good to have some insights into the inner workings of bisq before starting a proposal.

There is no project leader at Bisq. Manfred did a Satoshi and left long ago. If you want to find out how Bisq works I recommend that you jump on Matrix and start asking questions there. All contributors are active there:
