Allah swt gave us the perfect financial system.
No Riba, zakat to support the poor, and being ethical in business transactions.
Zakat could be considered a sort of wellfare imo.

Zakat is a compulsory welfare system
Sadaqah is the non-compulsory welfare system
Both of them are needed
