Nostr running android phones could detect each other via BLE and automatically sync events with random nearby peers over Wifi Aware? Sneaker network. When the internet is turned off, you could sync your feed in Moscow by taking the subway. On iPhone I suppose it would require keeping the app open and maybe accepting every pairing.

Maybe taking a look on ? Each phone becomes a station/server if desired and you can confortably exchange BLE messages/pics with anyone around. To exchange large files you can plug a USB-C cable between both phones. In addition to that is supported LAN, Internet and radio messages (APRS). Sneakernet is possible but not yet implemented. Feedback and testing is welcome, NOSTR is native.
Sounds like noble intentions. Yet, I very much doubt that governments would allow widespread adoption of hardly controllable p2p/adhoc WIFI networking solutions. Also, if you look at the members list, those are all the big players that will do everything but play outside government rules:
