At 0:50 very interesting tidbit -- "they may try to use the investigation as a predicate not to release the files." I've seen this same tactic in the #ufo space, particularly around the prosecution of Bob Lazar:
1. Create an "investigation" whose scope conveniently surrounds everything you want to hide.
2. Do nothing.
3. Now any inquiry must be shut down because it's an "active investigation."
