Looks like Poland in 90s. There was big shift, currently its supposed to be more about problem solving. Basing on one interracion indeed it is, tho its a smallest sample there is.

The uniform changes, but the incentive structure of the state remains the same. Whether it's the 90s or 2026, centralized force always defaults to escalation. This is why we build tools they can’t switch off. ⚡️
