I would imagine. Bureaucracy seems to be a big way that the current issues are sustained. The cloward piven strategy lays a lot of this out. Realistically their ability to move seamlessly through bureaucratic systems appears to be how they are migrating into western society and positions of power within the west. It's a nightmare.
