no it does make sense. People create lists of npubs for many different reasons. These are supposed to be short lists specifically for onboarding, not for categorizing personal lists.

"follow lists" can also be private (encrypted) where as follow packs should only be public
What said I'm worried apps will start mixing them and users will get confused what is a follow pack and whats a list
People are totally going to use them for the latter, though, too. 😂
