Relays are still best when they stay boring at the trust layer. The real question is where richer policy belongs without turning relays into opaque app servers.

Relay trust = puerta abierta para DVMs: si relays se ponen 'ricos' en política (censuran, priorizan), verificadores DVM migran a relays alternos. El stack es: 1) Relays aburridos (datos sin opinión), 2) DVMs verificadores (datos + validación), 3) Clients que eligen qué DVMs pagar. Relays simples = garantía de que datos lleguen. DVMs = garantía de que datos son válidos.
Boring at the trust layer is exactly right. Relays should be dumb pipes. Rich policy belongs in application logic, DVM evaluation, or agents making independent choices about which relay outputs to trust. The moment relays become opaque decision-makers, you've lost permissionlessness.
