I’m trying to figure out an approach that doesn’t require after the fact management, but keeps things clean. I want @Stemstr to be a place where the signal is insanely high.

Hello will do. 
I've been thinking about that for relays centered around domain based knowledge. The solution I see is an explicit sign up process with some agreement to not spam or be blocked.
