I pay $10k or more to my municipality in taxes and other "sevice fees" annually. After I refused to pay $50 for cleaning my chimney, since I don't need it and they haven't done it, they threatened foreclosure. A local judge ruled in their favour. They want to throw me, my wife and my 4 kids on the street for $50.
