Same as anything else - it’s not black and white, the goal is not complete accuracy but threat reduction.

The idea is to reduce footprint. You won’t necessarily thwart a determined person.
It's basically impossible, I have a $50/year VPS that pulls in the last year for 60k npubs 😮💨
Any govt or commercial entity can pull the entirety of Nostr easily.
