It's the opposite: a corporation publishing a private citizen's personal data on the Internet in order to intimidate and shame them and call in a mob. Also known as "doxxing".

Foreign laws do not apply to US businesses operating in the US. When you deal with Microsoft, you deal with Microsoft Deutschland GmbH who have obligations to not let your data exit the EU and follow GDPR rules.
