No need to worry. the difficulty adjustment keeps Bitcoin running smoothly yes. But the mempool isn’t related. Right now, an empty mempool just means faster, cheaper transactions, not a problem. If low transaction fees ever made mining unprofitable, the difficulty would adjust downward, not because of the mempool just because it wouldn’t be profitable for miners to mine and many will unplug from the network, making it easier for the other miners to stay in the game. In about two halvings from now? That’s when things get interesting. Block rewards will be tiny, and miners will rely almost entirely on fees.
