Who is actually saying that decentralization in development is needed and a good thing for Bitcoin and who created a fork of Core for when Core becomes compromised, meaning now.

The real test isn't the BIP itself. It's whether enough independent nodes actually run it. If all the infrastructure is controlled by the same three companies, decentralization is just a slogan at that point.
