It is a score, i am not sure that it is very social or that a high score improves your chances of getting a credit.

In it sense it can be used as such. AQSTR uses it as one of the minimum requirements, among others metrics to determine if you can perform actions with a promotional campaign
Yes because the idea is to somehow exclude bots, or a single pearson spinning many npubs. But sure you can use it in many ways, also to downgrade people for some services.
