You do realize you just contradicted yourself by saying the state can spend better if you decide where they go.. so why not just you decide where your money goes…

I have not mentioned a state that manages.
The second paragraph makes it clear that previously we need a system that reflects the dividual i desire without a central entity.
Rules without rulers
