I think it’s related to perceived/imagined dog-waste etiquette… ?There seems to be a bucketful of older people in this town that keeps trying to control me, to control my dog, by being extremely rude, confrontational, assholes. it’s like, no I’m not going to force my dog to move away from the grass she’s eating to be healthy, just because you keep yelling about dog poo, while I’m literally standing here *holding the poo bag* these people are in maybe their 60s or 70s?

Is the grass public or private property? (Not that it makes a huge amount of difference... Anyone with a front yard without a fence has to expect that). I live in a dense urban area where there is always at least one or two pieces of dog waste on the sidewalk... But seeing someone who clearly has a bag at the ready is "instant absolution" to me that they're not part of the problem.
