If I’m understanding the silent.link options correctly, it says only inbound calls/texts are available. Is that right or am i a dum dum?

Depends. They have an option that gives a US number. Unless that's finished. You can use it to call out using VoIP or through telegram or WhatsApp.
I use it all the time when visiting my in-laws. Eventually I will migrate to it full time. Its global
