It does and always do. But you can mitigate that like with what GPLv3 does by closing the legal loophole and of course DRM or AGPLv3 for the SaaSS loophole.

And you know it's basically anti evil as the FANGMANs completely avoid GPLv3 or AGPLv3 licensed software. So in truth it's neutral as it does not and nothing cannot stop people from using these GPL software to be used by people who are up to no good. What the license does in the end is to forbid people from forbidding.
i think it comes down to mindset, i do not wish to forbid an evil choice, i want to praise a positive one
