Carl is built for peer discovery over Nostr, and i assume that it is not too difficult to add the streaming part of it due to the fact that the full bittorrent stack is implemented in zig, so easy to use a well-maintained C library to include the functionality that you are looking for
For instance a feature that I will go to experiment with, is the google drive one but based on bittorrent sharing file
