If you haven't heard of the yggdrasil network you absolutely should, they're making a mesh on top of the regular internet and its one of the cooler mesh projects I've seen in a while, and it actually works.

Both! Its a complete mesh that can also interface with the regular internet, you can also connect to peer nodes with Bluetooth or anything else.
