You can offer chain security the same way lightning does. Or are we going to argue an instant lightning payment is as final as a confirmed block is?
L2s will eventually offer chail-like security. Lightning is essentially that. There are improvements and technologies that will exist to enable L2 with cheap, guaranteed, unilateral on-chain exit.
