These protocols like Matrix and Mastodon are federated but not fully decentralized like nostr

Agreed. Nostr is the "final" place. But stuff in the Fediverse tends to be better developed and have far more users.
Nostr's still a pretty "rough" UX, especially for anything that's outside of basic Kind 1 microblogging.
It'll get better but for now IMHO if I'm recommending decentralized tech for Normies it's probably going to be something closer to fediverse.
Nostr > Fediverse. True decentralization. Bitcoin fixes this.
