No way.
I'm not defending everything in the EU has been positive for every country, good intended or without bad consequences. Not at all.
I'm just saying that generally speaking, EU membership has been a net positive for most of the countries.

The only country I can think of other than the rich western countries that had a net positive from joing the EU is poland. Southern Europe was ravaged and so is east Europe
