You have an on-device relay (like Citrine on Android, for example) so you can interact with stuff and do stuff, and once you're online again it propagates outward to other relays.

In a social media context that means that you can still like/comment/subscribe/etc and post things, so it "feels" like you're online and most things just work.
Conceptually yes, I guess.
That's very cool, reminds me of Delta Chat's "offline first" networking philosophy.
