That's true. You can add anyone you want to a follow pack that you want. Maybe there should be a confirmation from who you're adding? But generally that wouldn't stop anyone outside of this website. I'm pretty sure anyone can create a Nostr list with anyone they want.

Yes, the intention of this tool (now website, but I imagine this will get integrated into nostr apps) is discoverability. People complaining about how only bitcoin bros exist on nostr.
