Yes, actually, they can hide in the country. Unless someone specifically wants them, it's resources they don't have. Drones are not free nor are they guaranteed to find evasive targets on rugged land. All human settled land fits in Texas. About maybe 0.5% of the land on planet is easy to live on. The rest is wilderness, far from flat, arable land.
