That is a pretty good working model of tyranny. Free societies, and indeed tyrannies that need to function, survive long-term only via successful dissent and calculated coalition-building to oppose over-reaching institutions. Both the USA and USSR were deliberately designed with a three-way institutional conflict baked in.

I don't talk about whether the blue or the red party wins an election. The institutions (jurisdiction, police, tax office, defense, local administration) are made up of people. These people aren't elected, and you cannot change everything with an election all the time. But these institutions are necessary and the people of these institutions have their own interests.
