I think so. We have 80+ spices in our spice drawer and I think there were only 4 we couldn't grow here. Cinnamon was one of them for sure. The theme of "it's too big to fit in the house and our winters are too cold for it to over winter" was the common thread.
Oh, cloves are USDA zones 11-12. I didn't realize they were tropical. At any ratez we have successfully groqn turmeric here. Bring it inside below 20°C, put it in the shade over 30°C, and put it in the sun if it's in between. It's a bit of work, but it's a tried and true technique. So I think the process would be the same for growing cloves.
