It isn't part of Nostr culture, strictly speaking. It is part of Bitcoin culture, which I am not part of. Nostr has many Bitcoin fans, so they use that style, you can also find it on Twitter on Bitcoin-related account.
Whether it looks cool is of course subjective. I think it does not.

No. Long-form notes are not "notes" in the classical Nostr sense. They are in the "other stuff" field. Specifically, they support Markdown and they are in the form of replaceable events. They are meant for articles, allowing for blogging rather than just "micro-blogging" (which is the original and predominant focus of Nostr). Only a few clients support it, while unmodifiable text-only "kind 1" notes are and are likely going to remain the core and widely supported.

None publishes videos on Nostr. You cannot and anyone who tricks you into thinking you are posting a video "on Nostr" is misleading you.
Nostr text notes can contain links to anything (links are just text!), including of course images and videos.
Such media is hosted elsewhere.
Many videos linked on Nostr are hosted on YouTube, on other HTTP hosting services or through decentralized systems such as BitTorrent, IPFS, Blossom or something else.
They are just links, which many clients embed.
