My mistake, I mixed up my facts. I was thinking about the tax on income that Americans pay even when living outside of the US. In some cases Americans are paying taxes to two governments.

America discounts what you owe by what you paid locally. Basically just a guarantee that you pay the higher of the 2 tax rates.
