Hey we're glad someone's talking about this. We recommended it to some freedom degens in a country in LATAM and they immediately shot it down for the reasons you cited + no faith in the developers for not being degen themselves.
My technical question for all of us on this is, if there is 0 internet and not everyone has a meshtastic/equivalent/radio device, isn't the only other option for one device to relay with another good old fashioned Bluetooth?
This is the only thing that's kept us on the fence with Bitchat, but we're still only cautiously recommending it to frens stuck in dictatorial regimes.
Can you think of other ways than Bluetooth coz the cell towers in the area can't be pinged anymore. Drawing a blank here.

Wifi and reticulum would be my first choice. Reticulum can run on near any hardware link.
Ham is even better, especially for reaching NGOs or other help outside your country but device access and knowledge are barriers.
Planning ahead I would build up reticulum locally with ham for long distances. Message relayers like is already done for things like ARES. Difficult inside once it is too late.
