Simple solution is to outright ban childporn and other data hosting and make Bitcoin financial transactions only.

Bitcoin was designed to be programmable money. The only way you remove all the potential ways of embedding data is to break even the most basic elements of that programmability. All this to save a few bucks on hard disk space.

Filters are not a monolith, you don't seem to have a problem with your node filtering out Litecoin transactions. So not all filters have that perverse incentive alignment.
