and they still don't get the gold, either. They aren't going to arrest everyone unless they want to become a gulag state. At this point, I don't think the US govt has an appetite for that sort of thing. Europe, on the other hand. We'll, good luck to them.

The first three Dune books are worth the read. I first read them in the 80s when I was in high school.
look, lots of people held on to their gold after FDR tried to confiscate it. In fact the majority of them did. The govt doesn't have the manpower to pursue it all, and I seriously doubt that state like Texas will allow federal agents to come in and confiscate what the state declares to be money. Texas has already done so with gold and silver. Bitcoin will follow as well.
