A few other places too. It's sort of normal to see people totally masked up, all in black, going up and down a small section of a high street on surron bikes.

so they don't even hide? why doesn't the police get these obvious criminals?
Their motorbikes are really fast. It's quite difficult. It's hard work. It's easier to cook the books, arrest a middleclass person leaving their allotment with a gardening tool.
