I can’t speak for all electric utilities, but some utilities in the US are 1) public entities and all records are open to the public, and 2) are forbidden to disclose information to law enforcement unless they provide in writing reasonable basis (a little weaker than a warrant).
That said, if people found everyone’s electricity use was being monitored by government, they’d shut that down.
