@Juraj helped me understand something important regarding OECD: it is a cartel arrangement, and cartel arrangements are fragile and prone to disruption. The same applies to age (identity) verification. You can expect several countries to specialize in having server farms full of VPN IP addresses for people to use. You'll probably even see at least one with age verification laws for citizens and residents only.

Somewhere along the line everything went wrong with consumer tech. I think it started around the time Facebook became a thing. YouTube stopped telling you not to use your real name. Aaron Schwartz died. Now everything is sluggish and unfulfilling. Today, I downloaded an 88KB block breaker game that I can play competitively with my wife over xmpp. This is the future that was promised.
