The goal is to eliminate tagging attacks.
With CGO, any manipulation of traffic breaks the entire chain of subsequent messages, since keys are renewed and discarded in each cell, making authentication much more robust.
In short, it’s based on AES with a design that makes it impossible to modify a packet without the entire downstream circuit becoming completely unrecoverable for the rest of the nodes.
It is already fully functional in Arti (the Tor client written in Rust), is under active development for the classic C implementation, and will soon become the new standard.
