Justamente sobre isso, perguntei para o Copilot ontem(pode ser meio ilógico): A resposta foi justamente essa, eles podem tentar bloquear relays que estejam sediados no Brasil, porém, não podem fazer o mesmo com relays que estejam fora do país. E pelo Nostr não ter o que eles chamam de "representante", não há quem reclamar para derrubar algo, visto que a arquitetura da rede é totalmente descentralizada, com múltiplos pontos de segurança para manter o conteúdo no ar. A maior parte das minhas coisas é fora do Brasil, meu site, por exemplo, está sediado na califórnia. Então, não terei problema nesse caso, já que estou fora da jurisdição brasileira. Além disso, uma vez que um site ou plataforma bloqueie o Brasil, ele passa a estar fora da jurisdição do país, por não estar funcionando no mesmo. Então, se você acabar não usando relays que estejam sediados no Brasil, você está mais seguro. Existem um ou dois relays sediados em São Paulo, pelo que vi no mapa de relays que tem no Nostr.com.
