Institutions naturally decay from the inside out as hierarchies form within them, and then people who are good at climbing hierarchies get to the top of them, and that is not a good skill as writing good software, and for political reason competent, moral, humble people get chased out of things like that because they don't have the same bloodlust, and silly agendas to fulfill.
