Interesting metric!
I was sure the Falklands War's placement was wrong, as it was one of the cleanest fought in the modern era, then I realised the civillian casualties are divided by total civillians present.
Makes sense, actually.
Putin's war in the Donbass is literally right at the bottom of the list.
