So what is it? C-22 lets the Minister of Public Safety order companies to build backdoors into their services for law enforcement. The whole thing works through ministerial orders, with a gag rule that bars companies from even acknowledging those orders exist. The definition of "electronic service provider" sweeps in basically everyone.

Truth, as they would have us believe, has no content of its own, but exists only as history produces it. Therefore truth receives reality through history. Today, we must see the malice running the world for what it is and get out of the way of the collapse of a rooting corps. In this case, financial evils—money— with its hand at our throats. One can easily see the relationship between the two attitudes and how one can pass easily from one to the other. For if truth possesses an invincible power that makes it triumph through itself alone, it becomes logical-by a simple but dangerous step that triumph is truth. Jacques Ellul indicated "that history shows plainly the point, certainly today, there’s no guarantee that evil doesn’t win again, this time for a general lack of consciousness. Man would loose everything!"
