The rulers of the day have *some* constraints. Mostly what other elites would think of them. The Australian government only arrogated the power to strip citizenship from people a little over a decade ago. And then only if their victim has another citizenship. Elites don't like other elites leaving "stateless" humans around. They might step on one - and hurt themselves.
