There are strict safety laws about things installed on the side of the road. One of them as an example is having a breakaway at ground level. If you learn these laws you can quickly and easily prove the install of many alpr cameras like flock are illegal road safety hazards.
An angle to consider if you are looking to get some taken down and haven't yet invested in a sawzall.

For example, wooden posts along roads often have a large hole drilled in them within a few inches of the ground. The hole is the weak point, where they break when hit.
Look at DOT installed road signs. They aren't posts in concrete. There will be a base that bolts to the post so the post gives way at those bolts when hit. The height of this point is regulated as well.
Any blunt ends should have an impact guard on them. It is hiding behind the reflector. It is only good for one hit so don't be the second idiot to crash there.
I know chain link next to the road, even privately owned, is supposed to have a wire top instead of a pole top. Also worth noting that is the federal regulation. Stricter state and local regulations would also be useful.
