It does not. But I also do not see, why rich people should not be allowed to build such structures.
I think whoever has the money to spend can decorate their buildings everyway they are willing to pay.

this does not apply everywhere: for example, there are areas in Europe where you need the municipality permission even to change the color of your house, and you can only choose from an allowed colors palette.
