Those who think Nostr is immune to governmental overreach should refer me to some relay in North Korea that I can use to tell Kim Jong-Un to fuck off.
Nostr relays can be attacked by governments and censored just like any other online service. Relay operators can be arrested just like anyone else. They are not immune.
Nostr addresses *corporate* censorship. You can write stuff here even if Elon Musk doesn't like it. That is good on its own.
Nostr does not address governmental censorship. It may do so when paired with a darknet, such as Tor or I2P, but the truth is that fighting governmental censorship is a political fight, one which doesn't have a technical solution and won't be solved simply by developing a protocol.
Note that VPNs can and do cooperate with governments. VPNs do not solve the problem.
