The government is protected by a legal doctrine known as "sovereign immunity," which means it cannot be sued without its consent. This is a carryover from English common law, where the "king could do no wrong." The "discretionary function" exception, for instance, shields the government from liability for actions that are based on policy decisions. Aka they can do what they want while telling you what to do and there's not a fucking thing you can do about it unless everyone uses molotov cocktails as Nepal has.
