Yes! Replace #bureaucracy. Less paper, more people. Less gatekeeping, more gateways.

Any enduring governing institution inevitably accumulates layers of bureaucracy over time. Those layers are intended to improve the system and ensure its continuity. The downside appears when the bureaucracy becomes so burdensome that it hinders the very functions it was meant to support. Think about it like a computer that receives endless software updates without ever receiving a hardware upgrade. Sure the software is better, but can my machine still operate? Perhaps future technology will help mitigate those shortcomings.
