There are definitely protestors who crossed the threshold of obstruction and they can and have been dealt with without exercising deadly force. This specific example, at the moment of the incident, the man in question was not an immediate threat to the agents. One cannot gun down a man on the basis that some other people were obstructing your law enforcement duties.
The way they are approaching the job will likely guarantee it won't be done, unfortunately. They are giving far too much ammunition to the pro-immigration Dems and this current government action will most likely be stopped post mid-terms.
